The Procurement Group assists the President`s Office and on-campus procurement teams in standardizing policies, practices and agreements to facilitate business relations with the University. Group consulting and consulting helps procurement teams deliver efficiencies and efficient procurement services across the University of California system, helping to expand teaching, research and public service opportunities. The Benefits Group assists the Human Resources Department and the Office of the Chief Investment Officer in resolving legal issues related to retirement, health and benefits at UC. The Litigation Unit represents the University and oversees outside counsel in a wide range of adversarial proceedings, including affirmative and defensive litigation, briefs, internal administrative hearings, testimony and litigation. Litigation Group also works with intellectual property, commercial transactions and land use groups in patent, construction and environmental matters. The Environment, Health and Safety (EH&S) group works with the President`s Office, the ten sites, five medical centers, UC Agriculture and Natural Resources, UC Natural Reserve System, and Lawrence Berkeley National Laboratory to provide legal advice on environmental compliance and enforcement of federal and state law enforcement (including laws governing water quality, , Air Quality, Hazardous Substances and Waste, and Contaminated Sites Remediation) and occupational health and safety laws, primarily California Division of Occupational Safety and Health (Cal/OSHA) regulations.

The EH&S Group also advises clients on environmental provisions in leases and other contracts. Class counsel act as general counsel to the Department of Agriculture and Natural Resources and to liens and tenure committees throughout the system. The university is responsible for the management of Lawrence Berkeley National Laboratory under a management and operating agreement with the Department of Energy. The University also participates as a key partner in limited liability companies established to manage Los Alamos and Lawrence Livermore National Laboratories under contracts with the Department of Energy`s National Nuclear Security Administration. The Office of the Legal Adviser provides assistance in coordination with laboratory consultants for national laboratories. UC Legal – The Office of the General Counsel (UCL) provides legal services to the University, including advocacy, advice, research and training. We also prepare legal opinions for the Board of Trustees, administration, faculty, staff and others acting on behalf of the University. We report jointly to the Board of Directors and the President. The Research and Technology group handles complex transactions and investigations and provides regulatory advice on basic, animal and human research and its funding; significant technology transactions; and cyber security issues, including advice related to complex security incidents and related regulatory actions. The group supports UC Health, the Office of Research and Graduate Studies, including its Department of Research Policy, Analysis and Coordination and its Office of the Research Grants Program, as well as the University`s Information Technology Services organization. In certain situations, outside counsel may be engaged to represent you or the University in connection with a claim or to provide specialized legal services as required.

When an outside lawyer is engaged to represent or advise on a particular matter, lawyers at UC Legal – Office of the General Counsel in Oakland or your lawyer`s office on campus are generally responsible for directing and supervising outside counsel to ensure the delivery of effective, high-quality legal services within the established budget and scope of work for the engagement. We are the source of system-wide legal representation, advice and guidance. The Real Estate Group provides legal advice and assistance to the campus and the President`s Office with various real estate transactions. The Group negotiates and drafts major commercial leases, acquisition contracts and leases. For many transactions, the Group does not engage external lawyers, but uses in-house legal expertise to provide cost-effective service to the University`s clients. Health Affairs Group supports the University of California`s medical centers, medical schools, and faculty practice plans, as well as its student health and counseling centers. The group also supports units in the President`s Office, including: UC Health; research policy, analysis and coordination; and IT services. The group also supports ethics, compliance, and audit departments, risk management services, and federal and state government relations staff related to healthcare and biomedical research. BTI provides UC Investments with legal advice and support in a variety of highly complex corporate, financial, investment and back-office/operational matters. UC Investments oversees the delivery of all investment services at the University, including the prudent management of the University`s retirement, endowments, working capital and treasury in accordance with policies, guidelines and performance criteria established by the University`s Board of Governors. Construction Group provides construction-related legal services for UC`s multi-billion dollar annual construction program on campus and in medical centers. The Group`s transactional work includes working with clients to develop strategic policies, contracts and procedures (including tenders) for the University`s many construction projects.

Much of the group`s work involves analyzing and resolving disputes with architects, contractors and surety companies. The group also provides legal assistance in the submission and rejection of laws affecting the university`s construction program. The land use group works with the President`s Office, the ten sites, five medical centers, UC Agriculture and Natural Resources, UC Natural Reserve System, and Lawrence Berkeley National Laboratory to provide legal advice on UC property development, including compliance with the California Environmental Quality Act and other rights-related issues. and related agreements with local jurisdictions.
